Germany seeks stronger digital protections for minors

German authorities and experts are intensifying efforts to improve digital protection for children and adolescents. The state governments of Lower Saxony and Mecklenburg-Vorpommern are proposing a resolution to the Bundesrat to close legal loopholes that currently make it difficult to prosecute individuals who manipulate minors into self-harming or suicidal behaviors through social media challenges.

Experts and organizations, including the Federal Parents' Council and Bitkom, are emphasizing the need for a multi-layered approach. This includes increasing media literacy, providing better support for parents, and establishing reliable reporting mechanisms. There is a growing concern regarding the use of AI chatbots as makeshift therapists; experts warn that these tools cannot reliably detect acute mental health crises or suicidal intent, potentially delaying necessary professional medical intervention.

Educational advocates are also calling for more robust digital education to prepare youth for the complexities of social media algorithms and misinformation.
