Extremadura challenges Spain's State Housing Plan over competence and funding

The regional government of Extremadura has initiated legal proceedings to contest the new State Housing Plan promoted by the Spanish central government. The Junta argues that the plan infringes on the autonomous community’s exclusive competence in housing policy and imposes an unjust financial burden. While the state has allocated €210 million to Extremadura, the region would have to contribute an additional €84 million of its own resources, a share the Junta describes as “absolutely disproportionate.”

Extremadura also criticises the plan’s allocation criteria, claiming it favours other autonomous regions such as Catalonia and the Basque Country and undermines territorial equity. The regional executive plans to file appeals before the Constitutional Court and the Administrative Court, and to use all legal instruments available to protect its autonomy.

"Extremadura tiene competencias exclusivas en materia de vivienda y no vamos a aceptar que se nos impongan decisiones que corresponden exclusivamente a nuestra comunidad autónoma," said government spokesperson Elena Manzano, emphasizing the defence of both financial and political autonomy.
