Extremadura Extends Street Vendor Licences to 15 Years, Allows Transfer Without Cause

The Council of Government of Extremadura approved on Tuesday a decree law that extends the duration of municipal authorisations for street vending from seven to fifteen years. The same decree removes the previous limitation that licences could only be transferred on the basis of death or incapacity, permitting owners to pass them on without needing to justify a cause. It also expands the circle of eligible relatives to include third‑degree kin and affinity, facilitating generational succession.

The reform seeks to provide greater stability to a sector that employs about 1,064 workers and generates roughly €147 million in annual revenue, addressing a wave of licences set to expire from late 2025. Vice President and Councilor of Presidency Abel Bautista said the limited licence term had created insecurity for many families dependent on this activity.

In addition, the decree updates Extremadura’s regulations for its official chambers of commerce, industry and services, aligning the 2018 regional law and the 2022 decree governing their governing bodies with basic state legislation.
