FA commission split over Arsenal's Max Dowman red card appeal
The Football Association's independent regulatory commission was divided in its decision to uphold a red card issued to 16-year-old Arsenal player Max Dowman. The dismissal occurred during a Carabao Cup match against Fleetwood Town after Dowman kicked out at Harrison Neal following a forceful challenge.
Newly released written reasons reveal the three-person panel reached a two-to-one majority decision. While the majority acknowledged Dowman had not anticipated the heavy tackle, they concluded he chose to turn back toward Neal to attempt a retaliatory kick, which justified the referee's decision. A dissenting member argued the reaction was an act of petulance rather than violent conduct, lacking the excessive force or brutality required for a sending-off.
Arsenal's appeal, which included video evidence and a letter from club secretary Zayna Perkins, also sought to reduce the resulting three-match suspension. However, the commission unanimously rejected the argument that the punishment was excessive, stating there were no exceptional circumstances to justify a reduction and noting that Dowman's age was not a relevant factor in the deliberation.
