Fafo report: Studies and benefits drive municipal part-time work
A new report from Fafo, commissioned by KS, reveals that part-time employment in Norwegian municipalities is largely driven by studies, health considerations, or life stages rather than a lack of full-time opportunities.
According to the findings, 21 percent of part-time employees in the municipal sector combine work with education, while 36 percent receive at least one social security or pension benefit alongside their employment. Tor Arne Gangsø, labor director at KS, stated that part-time roles serve as an important tool for inclusion, allowing individuals with reduced work capacity to contribute to the workforce.
The report also notes that approximately one in four part-time employees, totaling about 43,000 people or 7 percent of the municipal workforce, are considered involuntary part-time workers. KS indicated that municipalities are working to reduce these involuntary positions.
