Farnham developer CR Properties appeals council rejection of 159‑home Centrum scheme
Waverley Borough Council refused planning permission for the 159‑home Centrum development in Farnham town centre, citing concerns over density, loss of light and the "overbearing" impact on neighbouring amenities. The council voted 6‑5 against the proposal despite officers recommending approval. CR Properties Ltd has lodged an appeal with the Planning Inspectorate, arguing the scheme would help address Waverley’s housing shortage and that the reduced size of the project has harmed its viability. Residents such as Ceferino Fernandez and local groups have warned the appeal could set a precedent for taller, higher‑density housing, create a "canyon" effect along East Street and undermine the 2020 Neighbourhood Plan’s four‑storey limit. The developer maintains the project is needed for the borough’s housing targets and asks the inspector to allow the appeal to proceed.
