FATF report details digital evolution of hawala money laundering networks

A report by the Financial Action Task Force (FATF) reveals that underground banking and hawala networks have evolved into sophisticated digital operations. These networks increasingly utilize fintech platforms, virtual assets, and mobile-linked transfers to facilitate professional money laundering on a global scale.

In a specific case study involving Oman and Pakistan, authorities identified an unlicensed remittance operation known as ‘XX Money Exchange’. This network used WhatsApp groups to advertise services and target expatriate communities in Oman. The operation utilized digital tools, including e-wallets and Pakistan’s Raast payment system, to move approximately $72,293 over a single year.

The FATF notes that over 80% of reporting jurisdictions identify these informal value transfer systems as primary channels for professional money laundering. This ‘money laundering as a service’ model allows criminals to outsource illicit functions to specialized networks that often offer lower commission rates and faster cross-border speeds than traditional financial institutions.
