Libya's Central Bank appoints Faouzi Aboukhzam as Governor

Faouzi Aboukhzam has officially assumed the role of Governor of the Central Bank of Libya (CBL) following a decision by the House of Representatives. Aboukhzam, a specialist in payment systems and financial settlements who previously served as Director of the Payments and Settlements Department, is noted as the first official from southern Libya to hold the position.

The CBL Board of Directors announced a meeting to confirm the transition and stated plans to reconstitute the Monetary Policy Committee based on competence and independence. The Board also approved the establishment of specialized committees for governance, audit, risk, and appointments.

The United Nations Support Mission in Libya (UNSMIL) has called for the preservation of the central bank's integrity and operational independence. The mission warned that political pressure to fund public spending could exacerbate exchange rate volatility, fuel inflation, and deplete reserves. This leadership change follows the resignation of former Governor Naji Issa.

Some analysts and critics have raised questions regarding the legality of the Board's recent meeting, noting the unusual absence of official photography and questioning whether a full quorum was present to validate the decisions.
