The memo, titled “Interest of Racially or Ethnically Motivated Violent Extremists in Radical‑Traditionalist Catholic Ideology Almost Certainly Presents New Mitigation Opportunities,” warned that white‑supremacist and racially‑motivated violent extremists might recruit a small subset of radical traditionalist Catholics and suggested Catholic congregations could be used for intelligence gathering.

The document sparked a political flashpoint, with Republicans citing it as evidence the FBI was targeting conservatives. Former FBI Director Christopher Wray ordered its withdrawal and apologized in congressional hearings; Attorney General Merrick Garland said he was “appalled.” A 2024 Justice Department inspector‑general review found no evidence of anti‑Catholic bias or malicious intent but concluded the memo suffered from significant analytical problems and poor tradecraft.
