FBiH Motorways corruption: Indictment filed against four individuals

The Special Department for the Suppression of Corruption, Organized and Intercantonal Crime of the Federal Prosecutor’s Office of the FBiH (POSKOK) has filed an indictment against four individuals: Marin Nikolić, Elmedin Voloder, Boris Zelić, and Reuf Kadrić. The group is accused of abuse of office and criminal association related to the construction of the Medakovo–Ozimice highway subsection on Corridor Vc.

The indictment alleges that between August 2022 and May 2023, the group manipulated project documentation to establish the Ljubatovići landfill and initiate land expropriation processes. These actions were reportedly taken to secure illegal financial benefits for Boris Zelić, despite existing plans and designer recommendations that a new landfill was unnecessary.

According to the prosecution, Zelić had previously purchased land that was subsequently included in the expropriation process, resulting in a payment of 851,905.70 KM from JP Autoceste FBiH. The prosecution claims Zelić obtained illegal property benefits totaling at least 702,305.70 KM through this scheme. Additionally, Zelić faces charges for submitting a false tax return. The alleged activities have caused material damage to JP Autoceste FBiH exceeding 2.5 million KM.
