FCC to vote on TCPA consent rules and satellite spectrum
The Federal Communications Commission (FCC) has announced a tentative agenda for its September 30, 2026, Open Meeting, which includes significant regulatory proposals regarding telecommunications and spectrum use.
One major item involves proposed revisions to consent-revocation rules under the Telephone Consumer Protection Act (TCPA). The proposal seeks to eliminate the “wholesale revocation” provision, which currently requires callers to stop all automated communications if a recipient revokes consent for a single category. The new framework would instead allow callers to designate an exclusive method for revoking consent.
Additionally, the Commission will consider measures to increase spectrum availability to support the American space economy. This includes unlocking over 1,000 megahertz of spectrum in the 12.7 GHz and 42 GHz bands to enhance satellite broadband and in-flight connectivity. Other agenda items include modernizing National Environmental Policy Act (NEPA) rules and discussing unlicensed ultra-wideband devices.
