FDA launches initiative to standardize rare disease drug reviews
The Food and Drug Administration (FDA) has launched the ‘Rare Disease Framework Initiative’ to develop a more consistent and predictable approach for reviewing drugs and biologics intended for small patient populations. The initiative follows a November 2024 Government Accountability Office report that noted concerns regarding how the agency applied regulatory flexibilities across its rare disease programs.
The new framework aims to provide clearer guidance on evidence requirements, incorporate earlier patient input, utilize more outside expertise, and implement risk-based manufacturing reviews. While the FDA stated it is not lowering safety or effectiveness standards, the initiative seeks to make the approval path less of a ‘guessing game’ for developers.
To shape these potential regulatory changes, the FDA is seeking public input. A public meeting is scheduled for October 28, and written comments will be accepted through December 11. This feedback will influence guidance, staff training, and organizational structures within the agency’s drug and biologics review centers.
