California healthcare fraud crackdown targets $2 billion in alleged losses

Federal authorities have charged 15 defendants in connection with multiple healthcare fraud schemes in California that allegedly resulted in approximately $2 billion in fraudulent claims to public and private programs. The investigation, which included predawn raids by the FBI and SWAT teams, uncovered several distinct operations.

The largest case involves a substance abuse treatment fraud scheme allegedly run by David Young and Nathan Young. Prosecutors claim the pair used “body brokers” to recruit at least 6,000 vulnerable individuals, including those experiencing homelessness, to participate in sham rehabilitation programs, billing insurers for over $1.6 billion.

In a separate case, chiropractor Hany Malek and cardiothoracic surgeon Harold Tabaie are accused of orchestrating a $135 million Medicare fraud scheme. They allegedly performed medically unnecessary and invasive atherectomy procedures on patients, some of whom suffered permanent physical injury.

Additionally, authorities identified three hospice fraud schemes that allegedly billed Medicare more than $138 million for services provided to patients who were not terminally ill. The broader enforcement initiative, referred to by prosecutors as “Operation Never Say Die,” has uncovered over $50 million in fraudulent hospice billings to date.
