Federal Police report reveals internal division over Lula's son

An intelligence report from the Brazilian Federal Police, released by Supreme Federal Court Minister Alexandre de Moraes, has revealed internal divisions regarding investigations into Fábio Luís Lula da Silva, the eldest son of President Lula. The document criticizes the production of reports concerning him and suggests involving the Internal Affairs Department to investigate the conduct of investigators who named an operation ‘Elli’ in reference to the letter ‘L’ for Lula.

The report, produced by an intelligence unit linked to the Coordination of Inquiries in Superior Courts (Cinq), describes the evidence linking Fábio Luís to investigations into embezzlement at the National Social Security Institute (INSS) as ‘fragile’. It notes that the information relies on verbal accounts and has ‘low or moderate’ reliability. The document itself is described as having ‘no probative value’ and cannot be used to support formal accusations.

According to the report, a new Federal Police team that took over ‘Operation Sem Desconto’ in May conducted a review of previous work, raising concerns about the investigation into the president's son. The intelligence unit noted that because Fábio Luís was not formally under investigation at the time, the production of specific documentation regarding him created a ‘reputational risk.’
