São Paulo police investigate PCC infiltration in public transport

Authorities in São Paulo have launched Operation Vectura Corrupta to investigate the infiltration of the Primeiro Comando da Capital (PCC) criminal organization into the city's public transport system and public administration. The operation, conducted by the Civil Police and the Public Ministry, has executed 16 arrest warrants and 18 search and seizure warrants across several municipalities, including the capital and coastal cities.

Investigators allege that the PCC exerts control over 12 of the 22 bus companies operating in São Paulo through bidding fraud and money laundering. Key targets include former SPTrans president Levi dos Santos Oliveira, who has been arrested, and former City Council President Milton Leite, who is facing a temporary arrest warrant. Leite has denied all accusations, stating he is not a fugitive and will present himself to authorities.

The investigation also focuses on a group of lawyers known as ‘sintonia dos gravatas’ who allegedly facilitate criminal interests. Furthermore, authorities have uncovered plans by the PCC to expand its influence into the healthcare sector and the creation of non-governmental organizations (NGOs) to facilitate money laundering.
