Federal Reserve Vice Chair Jefferson outlines discount window modernization

Federal Reserve Vice Chair Philip Jefferson has outlined ongoing efforts to modernize the discount window, a facility providing short-term credit to banks and credit unions. Speaking at the US Treasury Market Conference in New York, Jefferson emphasized that these improvements aim to increase liquidity access and reduce the stigma often associated with using the window during periods of market stress.

Key updates include the launch of ‘Discount Window Direct,’ a self-service online portal that now handles more than 60% of loan requests. The Fed is also working to improve collaboration with Federal Home Loan Banks to enhance collateral interoperability and streamline the movement of pledged assets. Other operational enhancements include simplified forms, faster enrollment, and automated pledged loan lists.

Jefferson noted that the discount window serves as a vital ‘shock absorber’ for the U.S. Treasury market by providing reliable liquidity, which helps reduce the risk of forced sales of Treasury securities and ensures broader financial stability.
