FEMA has released $14,567,624 in federal funds for Clatsop County and Columbia Memorial Hospital (CMH) to construct a tsunami-resilient hospital expansion in Astoria, Oregon. The project includes a vertical evacuation structure designed to accommodate 1,900 people.

The funding was awarded under the Building Resilient Infrastructure and Communities (BRIC) program. Access to these funds had previously been stalled after the Trump Administration suspended the BRIC program in 2025. Following legal challenges and advocacy from Oregon lawmakers, the funds have now been released to support hazard mitigation and community safety.
