STF debates reinstating journalism degree requirement in Brazil
The National Federation of Journalists (Fenaj) has formally requested that Brazil's Supreme Federal Court (STF) re-evaluate its 2009 decision which abolished the mandatory requirement of a higher education degree for practicing journalism. Fenaj president Samira de Castro argued that the digital era necessitates higher technical and ethical standards to combat disinformation.
During a recent STF session, Ministers Flávio Dino and Alexandre de Moraes expressed support for revisiting the issue. Dino noted that the current lack of professional requirements complicates the legal application of press freedom guarantees, suggesting that digital content creators and bloggers may exploit these protections. Moraes emphasized the need to distinguish professional journalists from social media users to prevent the use of press rights as a shield for defamation or disinformation.
Minister Gilmar Mendes also indicated that the Court could reconsider the requirement if the quality of information is found to be significantly compromised. The debate follows a period of scrutiny regarding the protection of journalistic sources and the legal status of independent digital content producers.
