Fernando Rospigliosi opposes Lima's proposed armed Metropolitan Guard

Senator Fernando Rospigliosi of Fuerza Popular has criticized a proposal by the Municipality of Lima to establish an armed Metropolitan Guard. Rospigliosi characterized the initiative as “illegal and unconstitutional,” warning that it could function as a “parallel police force” to the National Police of Peru (PNP).

Arguing that Peru is a unitary republic rather than a federal state, the legislator expressed concern that creating additional security bodies would lead to dangerous fragmentation. He cited the police model in Mexico as a cautionary example, noting that a high number of fragmented security bodies can be vulnerable to control by organized crime and drug trafficking.

Leaked documents detailing the requirements for the Metropolitan Guard include a minimum of a completed secondary education and professional experience in sectors such as the Armed Forces, the National Police, or armed private security. The profile also emphasizes physical agility, crisis management, and risk management training.
