Fiesp urges Senate to amend freight MP, warns of higher logistics costs

The Federation of Industries of the State of São Paulo (Fiesp) has asked the Brazilian Senate to correct what it describes as "grave distortions" in the draft freight provisional measure (MP). The association says the proposal could raise freight costs for low‑value goods to levels higher than the cargo itself, citing agricultural limestone as an example where transport could cost nearly double the load’s value.

Fiesp also warns that the MP imposes disproportionate penalties, including high fines and the possible revocation of carrier registrations, creating legal insecurity for companies across sectors. It argues the text usurps the regulatory agency’s role by setting the minimum freight floor variables, reducing market flexibility.

The group urges the Senate to revise the measure before it becomes law, stressing that without adjustments the new rules could increase logistics expenses throughout the agribusiness supply chain and ultimately raise consumer prices. The Chamber of Deputies has already approved the final text, and the proposal now awaits Senate scrutiny.
