FIFA and IFAB plan refereeing and VAR reforms

FIFA and the International Football Association Board (IFAB) are developing new rules and technological tools to modernize football refereeing. The primary objectives are to increase decision speed, accuracy, and transparency while minimizing match interruptions.

Key areas of focus include the evolution of the Video Assistant Referee (VAR) system. The goal is to limit VAR interventions to clear and relevant errors in decisive actions, such as goals, penalties, or direct red cards, thereby preserving the on-field referee's authority. Some changes are already slated for the 2026/27 season, including protocols for incorrect second yellow cards and identity confusion.

Additionally, authorities are addressing time management and tactical delays. Proposed measures include sanctions for delays during restarts and limits on how long substituted players remain on the pitch. To prevent tactical injuries from being used to gain an advantage, IFAB is testing a rule where a teammate must temporarily leave the field if a goalkeeper requires medical attention on the pitch.
