FIFA approves new global transfer rules effective 2027

FIFA has adopted a new set of regulations governing the international football transfer market, slated to take effect on 1 January 2027. The rules introduce mandatory release clauses in every player contract and grant players the right to receive up to 5 percent of the total fee for any international transfer, provided their annual salary does not exceed 150,000 USD. Clubs that breach a contract must pay compensation equal to the residual value of the agreement, and may face fines of up to six monthly salaries for abusive conduct. A new clause presumes that a club that signs a player within 45 days of a contract breach has induced the breach.

The changes were approved after two years of consultation with FIFA, UEFA, FIFPro, the European Club Association and the major leagues. FIFPro Europe praised the outcome, calling it “a turning point for players and global football governance.” UEFA also welcomed the system, stating that a properly functioning transfer regime is essential for contractual stability, player development and the long‑term sustainability of the sport.
