FIFA President Gianni Infantino proposed the creation of a commercial subsidiary, FIFA Forward Enterprise (FFE), valued at about $20 billion. The plan would sell up to 20 % of the new company to private investors, raising roughly $4.2 billion, and would give each of FIFA’s 211 member associations a one‑off payment of $20 million and increase development funding.

The proposal has been rejected by the major football confederations. UEFA, CONCACAF and the Asian Football Confederation (AFC) have announced boycott threats and called for an urgent review of FIFA’s governance. A senior FIFA adviser, Carlos Cordeiro, resigned in protest, describing the deal as “a bad business for football”.

Some national bodies are taking a different stance. The Mexican Football Federation said it will study the proposal rather than automatically follow CONCACAF’s outright rejection. FIFA says the consultation will remain “open and democratic” and will continue if at least 106 of the 211 member associations support the plan. Potential investors include Thrive Eternal, the firm led by Joshua Kushner.

Despite the backlash, Infantino reiterated that “the project will go ahead” and that FIFA respects the concerns raised while remaining committed to the consultation process.
