FIFA President Gianni Infantino proposes governance review amid FFE fallout

FIFA President Gianni Infantino has proposed an independent external review of the organization's governance and decision-making processes. This move follows intense criticism regarding the abandoned FIFA Forward Enterprise (FFE) project, which sought to sell a 20% to 21% stake in FIFA's commercial and ticketing rights to private investors. The FFE plan was withdrawn in July after significant opposition from major confederations, including UEFA, AFC, and CONCACAF.

Infantino's proposal includes a direct, structured, and time-limited consultation with confederations and member associations to strengthen transparency and accountability. While Infantino maintains that the governance review is intended to prepare the institution for future challenges, several football associations—including those from Germany, the Netherlands, Sweden, and Wales—have expressed skepticism. Leaders such as DFB President Bernd Neuendorf have characterized the reform efforts as a tactic to secure Infantino's re-election in March 2027.

UEFA President Aleksander Čeferin has criticized the fallout from the failed investment plan, stating that trust in global football has not been restored. He emphasized that football is not for sale and called for governance that serves the majority rather than a few. The Sport Integrity Global Alliance (SIGA) has also called for the proposed consultation process to be entirely independent and transparent to ensure its legitimacy.
