Filipino Housekeepers Fill Growing Demand in Japan's Aging Society

Japan’s rapidly aging population and shrinking domestic workforce have created a surge in demand for household help. Since a 2015 legal revision that opened the housekeeping sector to foreign workers in designated zones, Filipino housekeepers have become the primary source of labor, praised for their diligence and friendly demeanor.

Recruitment agencies such as Pinay International now operate in Tokyo, Kanagawa, Osaka and Hyogo, employing more than 200 Filipino staff on full‑time contracts. The influx helps Japanese families and elderly households maintain daily routines, while also reshaping attitudes toward foreign labor. Workers face cultural and language hurdles, with limited Japanese proficiency sometimes impeding communication and social integration.

The trend underscores deeper socio‑economic ties between the Philippines and Japan and reflects broader government policies aimed at offsetting labour shortages through foreign recruitment.
