FIMAA Italia proposes reforms to address Italy's housing emergency
FIMAA Italia-Confcommercio has presented several proposals to the Italian Senate's Justice Commission to address the national housing emergency through structural reforms. The federation aims to incentivize the release of vacant properties by increasing security for landlords.
Key proposals include the establishment of a national registry for delinquent tenants and the recognition of lease agreements as executive titles to expedite the eviction process. Additionally, the group suggested introducing a flat-rate tax (cedolare secca) for entrepreneurs who rent homes to their employees.
Maurizio Pezzetta, vice president of FIMAA, noted that of the approximately 9.5 million vacant properties in Italy, between 5.5 and 6 million are left empty by choice due to excessive taxation, rigid contract terms, and high risks regarding tenant delinquency. FIMAA also expressed concern regarding the European Commission's Affordable Housing Act, arguing that proposed restrictions on short-term rentals and property purchases could infringe upon property rights and contractual freedom.
