Financial surveillance and monetary control tools expand

The centralized monetary system provides authorities with significant tools for surveillance and control. Financial institutions filed approximately 27.5 million suspicious activity and currency transaction reports in fiscal 2024, providing data searchable by over 472 agencies and 25,000 personnel.

Reports indicate that government agencies, including the FBI and FinCEN, have engaged in discussions with major banks to monitor specific transaction types. Following January 6, the House Judiciary Committee found that institutions were urged to filter messages for specific political keywords and flag purchases at certain retailers, such as Cabela’s and Bass Pro Shops, as indicators of extremism.

Historical precedents for such interventions include the 2022 freezing of Canadian truckers' accounts and the 2013 Operation Choke Point, which targeted payday lenders and gun dealers. These mechanisms, including debanking and civil forfeiture, allow the state to restrict movement and commerce through financial intermediaries.
