Finjus proposes adjustments to Dominican Republic police reform

The Institutionality and Justice Foundation (Finjus) has expressed support for the proposed reform of the Organic Law of the National Police in the Dominican Republic, while recommending several legislative adjustments. In a communication to the Senate and Chamber of Deputies, Finjus suggested corrections regarding the disciplinary regime, the use of force, pensions, and disability retirement.

Key recommendations from Finjus include the need to clearly differentiate between less-lethal and potentially lethal force and to refine the residual clause regarding disciplinary offenses. The organization also proposed that 30% of disciplinary fines currently allocated to the Inspectorate General be redirected to a fund managed by an external entity to prevent potential conflicts of interest.

Regarding career progression, Finjus noted that the reform could modify conditions for entry, promotion, and retirement without violating acquired rights, provided these changes align with current legislation and constitutional precedents.
