United States and Finland sign technology and critical minerals agreements

The United States and Finland have signed two major agreements in Washington to deepen cooperation on emerging technologies and secure critical raw materials. US Secretary of State Marco Rubio and Finnish Foreign Minister Elina Valtonen signed a Critical Minerals Framework and a Technology Prosperity Deal.

The Critical Minerals Framework aims to secure materials essential for semiconductors, energy infrastructure, batteries, and defense systems. The agreement is expected to promote US investment in the processing and refining of Finnish minerals.

The Technology Prosperity Deal focuses on several strategic sectors, including artificial intelligence, quantum technologies, and research and industrial security. For AI, the nations plan to promote development and exports across the technology stack and strengthen research into 5G, 6G, and next-generation communications. In the quantum sector, the two countries will support joint research in manufacturing, pursue interoperable technical standards, and advocate for post-quantum cryptography. The agreement also covers cooperation in space research, biotechnology, and advanced manufacturing.
