Finland Deputy Chancellor investigates AI use in municipal administration

Finland's Deputy Chancellor of Justice, Susanna Lindroos-Hovinheimo, has launched an investigation into the use of artificial intelligence in municipal official activities. The inquiry follows reports that the municipality of Humppila replaced the roles of administrative director and technical director with AI-driven processes.

The move in Humppila was intended to address a 150,000 euro budget deficit. According to Municipal Manager Minna Ylikänniö, the tasks previously held by the two directors are now being managed with the assistance of AI.

The Deputy Chancellor of Justice is examining how AI is being utilized, how the legality of decision-making and proper processing are ensured, and how the use of technology affects official accountability and fundamental rights. While acknowledging that AI offers opportunities for administrative efficiency, the investigation aims to address the legal questions surrounding its implementation in public governance.
