Finland faces rising homelessness as single-person cases increase
Homelessness in Finland has seen a concerning increase for two consecutive years. According to data from the Housing Finance and Development Centre (Varke), there were 4,579 single-person homeless individuals in 2025, representing a 20 percent increase from the previous year. Long-term homelessness specifically rose by 29 percent.
Various organizations are calling for urgent structural changes. KOVA ry has proposed a national homelessness program to eliminate homelessness by 2035, requiring commitment from the state, municipalities, and welfare areas. Meanwhile, Helsingin kaupungin asunnot Oy (Heka) is advocating for increased funding for housing counseling to prevent evictions and maintain housing stability.
Social organizations like Diakonissalaitos note that this trend highlights a gap in social safety nets. They point out that while Finnish society values human dignity, the rising numbers of people without homes suggest that current support structures and preventative services are insufficient to address issues like unemployment, rising living costs, and mental health challenges.
