Finland homelessness rates rise amid social security cuts
Homelessness in Finland has entered a period of growth after more than a decade of decline. Experts and political figures warn that the trend is affecting increasingly diverse demographics, including working individuals, families with children, and the elderly.
Teija Ojankoski, CEO of Y-Säätiö, notes that income poverty, which had been largely mitigated in the early 2020s, has returned as a primary driver of homelessness. Amnesty International expert Mariko Sato has characterized the rising trend as an alarming human rights issue, emphasizing that stable housing is a prerequisite for the realization of other fundamental rights such as health, education, and employment.
Pinja Perholehto of the Social Democratic Party (SDP) criticized the Orpo government, stating that social security cuts and reduced funding for preventive housing counseling are exacerbating the crisis. Perholehto highlighted a significant rise in youth homelessness, noting that the number of homeless individuals under 25 increased by 37 percent in 2025. According to the Youth Housing Association, one in four people facing eviction is a male under the age of 30.
