Finland investigates citizenship fraud scheme

Finnish authorities are investigating a scheme in which at least 12 individuals are suspected of fraudulently obtaining Finnish citizenship. The investigation, conducted by the South-Eastern Finland Police Department and the Border Guard, suggests that a primary suspect established several companies in Finland starting in 2003 to facilitate the fraud.

The scheme allegedly involved arranging fictitious employment relationships for foreign nationals, allowing them to secure residence permits and subsequently apply for citizenship. To meet language requirements, the suspect and accomplices are believed to have taken Finnish language proficiency tests and completed study modules on behalf of the applicants.

Investigators found that the companies involved lacked legitimate business income, instead circulating money between entities to create the appearance of active commerce. The funds were primarily used to pay salaries for the fake employment positions. The suspects face charges of aggravated fraud, aggravated forgery, and aggravated accounting offenses. Under Finnish law, citizenship can be revoked if it was obtained through false information.
