Finland mandates online job seeker profiles starting September 2026

A new legislative change in Finland will require job seekers to publish an anonymous profile on the Työmarkkinatori website starting September 1, 2026. The reform, introduced by Minister of Employment Matias Marttinen, aims to increase visibility for job seekers and facilitate faster connections between employers and candidates, including for unadvertised or ‘hidden’ positions.

New job seekers will generally have 15 business days from the start of their job search to publish their profile. If a profile is not created within this timeframe, labor authorities will publish a profile containing minimum information on the individual's behalf. This mandatory profile will include details regarding education, work experience, skills, and career preferences, and may include links to external platforms like LinkedIn.

While employer organizations have expressed support for the move, citing increased market transparency, some individuals have questioned the necessity of the mandate. Exceptions to the requirement may be made if labor authorities deem it unnecessary, such as in cases of full-time employment, full-time studies, or active business operations. The requirement to maintain a profile does not affect the validity of a job search or unemployment benefits.
