Finland proposes EU-wide ban on Russian tourist visas

Finnish Prime Minister Petteri Orpo has announced plans to propose a total ban on EU tourist visas for Russian citizens at the upcoming European Council summit. Orpo cited significant security concerns, arguing that allowing Russian tourists free movement within Europe poses a risk of sabotage and hybrid warfare operations intended to undermine European stability.

This initiative follows a trend of tightening border controls in several EU member states. In June, eleven countries—including Poland, Sweden, the Baltic states, and the Czech Republic—formally requested the European Commission to restrict Schengen visas for Russian nationals. The European Commission is reportedly preparing its own proposals to tighten visa rules, which may be presented in early 2025.

Additional measures are being discussed, such as Estonia's proposal to ban EU entry for former members of the Russian armed forces. In the context of broader geopolitical tensions, Orpo also criticized a recent agreement between the United States and Russia regarding Russian diesel supplies, describing it as a 'terrible disappointment' that is unlikely to impact global markets significantly.
