Finland tightens law against AI‑generated deepfake sexual images

Finland's legal system has adapted to the rise of AI‑generated deepfake sexual images, classifying the non‑consensual distribution of both real and fabricated intimate depictions as a sexual crime. The amendment, introduced in 2023, expands the sexual offences code to cover such content and grants victims rights to free legal aid and protective measures.

Experts from the rape crisis centre note that deepfake incidents are increasing with AI tools, affecting women and potentially any gender. Motives range from financial gain and revenge to misogynistic intent. Investigations are hampered by the anonymity of perpetrators and the hosting of illicit material on servers outside Finland and the EU, making attribution and prosecution difficult. While the legislation is in place, authorities acknowledge challenges in keeping investigative methods up to date.

Victims report severe psychological harm comparable to other forms of sexual violence, and the crisis centre stresses the importance of identifying perpetrators' motives to deter further offenses.
