Finland to introduce citizenship test for foreign applicants in 2027
Finland will introduce a new citizenship knowledge test for foreign applicants starting March 1, 2027. The requirement will apply to applicants aged 18 to 64 who submit their applications on or after this date.
The multiple-choice examination, which can be taken in either Finnish or Swedish, will assess an applicant's understanding of Finnish society, including legislation, human rights, equality, history, and culture. The University of Helsinki has been commissioned to develop the examination questions and learning materials. To assist with preparation, these materials will be provided free of charge on the Finnish Immigration Service (Migri) website by early 2027.
Exemptions will be available for individuals who have completed a qualifying Finnish or Swedish-language matriculation examination or a higher education degree in Finland. While amendments to the Nationality Act take effect on January 1, 2027, the specific civic knowledge requirement will not apply to applications submitted during January and February.
Testing will be conducted in several cities, including Helsinki, Tampere, Turku, Oulu, Vaasa, Kuopio, and Rovaniemi. This measure is part of a broader reform to Finland's citizenship legislation, which has already seen tightened requirements regarding residence periods, financial resources, and applicant conduct.
