Finland tops EU digitalisation rankings in 2026 report
The European Commission’s State of the Digital Decade report released on 17 June 2026 ranks Finland among the EU’s most advanced digital economies. The assessment highlights strong digital skills, highly digitised enterprises, leadership in artificial intelligence, quantum computing and super‑computing, as well as extensive 5G coverage and a roadmap toward 6G.
On 7 July 2026 the Digital Decade Board issued an opinion on revising the Digital Decade Policy Programme for 2030, with Finland taking the lead on drafting the chapter that updates targets and indicators. The board called for new priorities such as digital sovereignty, cybersecurity, sustainable digitalisation and data interoperability.
The report notes mixed progress across the EU, pointing to gaps in ICT‑skill supply, semiconductor capacity and the emergence of large technology firms, as well as reliance on non‑European online service providers. Finland’s challenges include a shortage of ICT professionals, a decline in start‑ups, exposure to disinformation and connectivity gaps in sparsely populated regions. The country’s updated Digital Compass aligns with, and in some areas exceeds, the EU’s 2030 digital objectives, moving toward a stronger, more secure digital ecosystem.
