Finland transport ministry proposes new urban congestion charges
The Finnish Ministry of Transport and Communications has proposed introducing congestion and user fees in major urban areas, such as the Helsinki metropolitan area and Tampere. The proposal aims to address the eroding tax base caused by the increasing electrification of the vehicle fleet, as low-emission electric vehicles are taxed less heavily.
Autoliitto, the Finnish Automobile Association, has strongly rejected the proposal. CEO Pasi Nieminen argued that Finland does not experience congestion on an international scale and characterized the fees as a disguised tax that would increase costs for households and businesses during a fuel price crisis. He criticized the ministry for being out of touch with the economic realities of motorists.
Political reactions are divided. Several Members of Parliament from the National Coalition Party, Finns Party, and Centre Party have rejected the fees, while Green Party MP Atte Harjanne supports them, citing economic research and the potential to fund public transport and sustainable mobility. Minister Lulu Ranne clarified that the proposal represents the view of the ministry's civil servants rather than her own political stance.
