Finland is formally urging the European Union to implement a complete ban on tourist visas for Russian citizens until the war in Ukraine concludes. Finnish Foreign Minister Elina Valtonen stated that Russian citizens should not be permitted to enjoy European freedoms and lifestyles while their country continues its military aggression against Ukraine.

Finland has already ceased issuing non-essential visas to Russians since 2022. To expand these restrictions, Valtonen has proposed that the EU adopt stricter guidelines and consider Limited Territorial Validity (LTV) visas, which restrict travel to specific designated countries. Additionally, Finland is calling for Schengen visa bans for the close circle of Vladimir Putin and restrictions for Russian athletes and combatants.

Finnish Prime Minister Petteri Orpo indicated that the government intends to push for these measures during the upcoming EU summit in Brussels. The proposal comes amid concerns regarding hybrid threats and reported sabotage attempts within Europe. While some Southern European nations continue to issue hundreds of thousands of visas to Russians annually, Finland maintains a zero-visa policy for Russian tourists.
