Finnish MP Susanne Päivärinta urges abolition of lay judge system

National Coalition Party MP Susanne Päivärinta argued that lay judges who sit in criminal cases are an outdated model lacking legal expertise. She said their participation jeopardises impartiality and predictability, and called for the complete removal of the lay‑judge system in Finland.

Päivärinta noted that lay judges are selected by municipal councils on party proposals, which can raise doubts about independence. The coalition supports abolition, with conditional backing from the Swedish People’s Party and the Christian Democrats, while other parties have not taken a clear stance. Justice Minister Leena Meri indicated no imminent changes, but the government program is exploring alternatives that would detach parties from the appointment process. The lay‑judge tradition dates back to the 12th century, with the last reform in 1993.
