Fire districts in Washington explore regionalization and mergers

Fire protection districts in Washington are investigating various methods of collaboration and regionalization to address rising costs and staffing shortages.

On Whidbey Island, Central Whidbey Island Fire and Rescue and South Whidbey Fire/EMS are exploring increased collaboration. Officials noted that such efforts could lead to a future merger, a trend becoming more common in the state. Proponents suggest that merging or forming regional authorities can improve response times, streamline administration, and ensure consistent training. However, differences in property tax rates across the island remain a potential obstacle to a full-scale merger.

On Vashon Island, Vashon Island Fire & Rescue (VIFR) is considering a one-year operating contract with the Kent-based Puget Sound Regional Fire Authority. This proposal serves as a potential ‘test drive’ for permanent annexation. VIFR leaders expect recurring expenses to exceed new revenue by 2027, and annexation could provide a more stable funding system and increase minimum staffing levels. While commissioners can approve a temporary contract, permanent annexation would require approval from both agencies and a majority vote from Vashon residents.
