Fiscal constraints and legislative hurdles face governments in Colombia and Spain

The 2027 national budget project in Colombia is set at $634.9 trillion. Of this total, $392.5 trillion is allocated to government operations, $155.4 trillion to debt service, and $86.9 trillion to investment. The high cost of debt service acts as a political and fiscal constraint, limiting the ability of the current administration to implement new public policies.

In Spain, the government faces significant challenges in advancing its economic agenda due to the lack of a stable parliamentary majority. Key legislative priorities, including the 2027 budget, regional resource redistribution, minimum wage increases, and housing policies, require congressional approval rather than decree. The current lack of support has already stalled housing and industrial legislation, creating uncertainty for various sectors, including the self-employed.
