Flamengo drives new financial fair play rules for Brazilian football

Flamengo submitted proposals to the Brazilian Football Confederation (CBF) and the National Agency for Football Regulation and Sustainability (ANRESF) to tighten financial fair play oversight. The club seeks stricter controls on clubs undergoing judicial recovery, aiming to stop debt‑restructuring maneuvers that could create sporting advantages. Six measures were outlined, including a clear temporal marker that only the primary judicial recovery protocol triggers financial restrictions, a Financial Compliance Certificate before player registration, expanded ANRESF audit powers to prevent “spending makeup,” and sanctions applied in the same season as the infraction.

The initiative coincides with Flamengo’s own record financial performance – a 2025 operating revenue of R$ 2.089 billion, the first Brazilian club to surpass the R$ 2 billion threshold. Together with fellow Rio clubs Botafogo and Fluminense, which are pursuing Football‑Society‑Anonymous (SAF) structures, Flamengo’s growth underscores the city’s role as a laboratory for modern club governance, talent development, and commercial expansion as Brazilian football prepares for the post‑2026 era.
