Flavio Stasi calls for release of blocked funds to Italian municipalities

During the Democratic Party’s Regional Unity Festival in Lamezia Terme, Flavio Stasi, the Mayor of Corigliano-Rossano, called for the release of long-blocked funds to municipalities following the implementation of the PNRR (National Recovery and Resilience Plan).

Stasi highlighted that while the PNRR was intended as extraordinary programming for post-Covid recovery, it has often overlapped with or slowed down ordinary regional programming. In Calabria, he noted significant delays in regional implementation, citing the ‘Agenda Urbana’ as an example where agreements were signed four years late.

Conversely, Stasi pointed to the administrative capacity of local municipalities, noting that between 2019 and 2025, capital expenditure by municipalities more than doubled, rising from 10.7 billion to approximately 25 billion euros. He argued that municipalities have proven their ability to manage resources effectively through large-scale project implementation.
