Italy ATA personnel face hiring gaps and new salary positions

The Ministry of Education confirmed the creation of 46,297 new economic positions for ATA staff, adding to the 51,941 already assigned and bringing the total number of beneficiaries close to 100,000. The positions grant permanent salary increases and retroactive arrears ranging from €1,450 to €4,150, effective from 1 September 2024.

For the 2026‑27 school year, regional hiring authorisations cover only about one‑third of the vacancies. In Sicily, 567 of 1,636 ATA posts (35%) were approved; in Calabria, 159 of 449 (35%); in Campania, 353 of 982 (36%). Nationally, the government authorised 12,284 appointments out of 33,981 vacant posts (roughly 36%). Unions such as FLC CGIL and UIL Campania denounced the figures as insufficient, warning of continued precarity, staffing shortages in schools, and the risk of legal disputes over temporary contracts.

The unions called for the confirmation of previously granted derogation posts and for structural reforms to ensure stable staffing levels across Italian schools.
