Florianópolis launches drainage upgrade and new Master Plan

The municipality of Florianópolis began construction of a new drainage gallery on the Rio Apa to replace undersized culverts that have long caused flooding near the Lagoa da Conceição. The R$ 282.9 million project, carried out by DJP Construções LTDA – EPP, includes wider tunnels and additional manholes along Avenida das Mangueiras and is slated for completion in 120 days, aiming to improve water flow, protect homes and businesses, and maintain road traffic during heavy rains.

At the same time, city officials presented the revised Plano Diretor at the Summit Cidades 2026. The plan updates land‑use rules, promotes public space, mobility and pedestrian access, and introduces a new outorga onerosa system that could raise annual revenue from under R$ 10 million to up to R$ 100 million. The funds are earmarked for urban development and a housing finance line for social dwellings. Over 17 streets already have improvement projects, and the “fruição urbana” mechanism is expected to increase pedestrian‑friendly area by 15%. Officials quoted Michel Mittmann saying, “Each building with additional constructive potential contributes directly to these funds,” and noted the need for long‑term monitoring of the plan’s impacts.
