Florida announces proposed constitutional amendments for 2026 election

Florida Secretary of State Cord Byrd has issued a formal notice regarding proposed constitutional amendments and revisions that will appear on the ballot for the general election on November 3, 2026.

One primary proposal, identified as Amendment No. 1 under Article III, Section 19, concerns state budgeting, planning, and appropriation processes. The amendment seeks to mandate annual state budgetary processes and require that all budget requests from state departments, agencies, and the governor include detailed information reflecting annualized and nonrecurring costs.

Additionally, the proposal includes restrictions on using nonrecurring general revenue funds for recurring purposes. Unless approved by a three-fifths majority in both legislative houses, such appropriations would be limited to three percent of the total estimated general revenue funds available at the time of the appropriation. The amendment also requires budget requests to align with long-range financial outlooks established by the joint legislative budget commission.
