Florida Board of Governors advances campus safety and neutrality rules

The Florida Board of Governors is implementing new regulations for the state university system to comply with House Bill 757. The proposed Regulation 3.0015 regarding campus safety and security will require public universities to conduct annual risk assessments and establish threat management teams by January 2027. Additionally, the Board has amended admissions rules to prohibit undocumented students from initial enrollment in state public universities starting in the 2027-28 academic year.

In a separate move regarding campus culture, the Board of Governors is considering a requirement for all 12 universities in the system to adopt institutional neutrality policies. While some institutions, such as Polk State College, have already adopted such statements to focus on educational missions rather than political debates, critics from FIRE suggest that current proposals contain loopholes that could undermine the effectiveness of these neutrality commitments.
