Florida health insurance enrollment drops as premium increases loom
Florida is facing a significant health insurance affordability crisis following the expiration of enhanced Affordable Care Act (ACA) subsidies. Data indicates that approximately 442,785 residents who held marketplace coverage in 2025 became uninsured in 2026, marking the sharpest enrollment drop in the nation.
Twelve insurers have submitted proposed rate increases for the 2027 policy year to the Florida Office of Insurance Regulation. AmeriHealth Caritas Florida filed for the largest increase at 39.14%, while Centene Venture Co. Florida filed for the smallest at 3.87%. These proposed rates are currently awaiting final approval.
Market competition is also expected to decrease. Several carriers, including Ambetter Health of Florida Inc., Cigna Healthcare of Florida, Community Care Network, Molina Healthcare, and Sunshine State Health Plan Inc., are projected to exit the Florida marketplace, though Blue Cross and Blue Shield of Florida is expected to return.
